In January 26, 2010, PHMSA (Previously Office of Pipeline Safety) has issued an Advisory Bulletin on Leak Detection on Hazardous Liquid Pipelines to advise pipeline operators of the importance of prompt and effective leak detection capability in protecting public safety and the environment(Docket No. PHMSA-2009-0421). The advisory requires pipeline operators to perform an engineering analysis to determine if a computer-based leak detection system(CPM) is required. If the CPM is not required, the Advisory recommends that the pipeline operators should perform the periodic line balance calculation and take any other necessary actions required to ensure public safety and protect the environment.
