Around the world, illicit fuel theft is estimated to cost hundreds of billions of dollars annually, with the nature of theft activity varying widely across regions based on diverse economic, legal and social dynamics.

Asia emerges as a particularly complex region for pipeline theft. High and fluctuating demand for fuels like gasoline, diesel and jet fuel amplifies black-market opportunities. At the same time, the expansion of extensive pipeline infrastructure, from dense jungles to coastal and urban areas, creates numerous theft opportunities.

Traditional, one-size-fits-all efforts to detect theft frequently fall short in the face of these region-specific challenges. This paper explores those challenges and the evolving detection innovations being developed in Asia.
