Pipeline leaks can happen at any time and any location. It's not that often that they are due to a rupture from target practice.
The pipeline's operator, Magellan Midstream Partners, discovered a pressure drop in the 8" pipeline and immediately shut down the line. On investigation, they found a bullet hole and local police arrested a local 20-yr old man shortly afterward. The operator estimated 200 barrels had leaked (equivalent to 8,000 gallons).
Despite the leak being stopped within two hours, the cleanup bill will be in the hundreds of thousands of dollars. Without leak detection, the impact would undoubtedly have been a lot worse. With thousands of gallons causing untold environmental damage.
